Does the GPS Industry Slam the FCC for Extending Lightsquared Deadline or Does James Kirkland ?

It seems to me that James Kirkland thinks he is the GPS Industry

"A coalition of GPS manufacturers and government agencies slammed" Really is it a "Coalition" or a Collusion ?  a Conspiracy to shut down Lightsquared because AT&T and Clearwire just can't stand any competition?
